WrkPlan was built from the ground up to address these Standard Requirements:
- Contract Management – Funding of Govt contracts is often incremental and may be awarded directly to the contract Tasks, to Contract Line-Item Numbers (CLINs), or both. WrkPlan tracks funding as it Is awarded, modified, and expended. Funding expended and remaining can be displayed as of any specified time.
- Deliverables – Deliverable items or completion percentage points are defined in contract setup and tracked as ordered, delivered, or due.
- Labor Categories are set up by contract and option year and can include special rates.
- Flexible Invoicing Setups include contract invoicing type (Fixed Price Time & Material, Cost Plus, etc.), provisional rates and fees, and which expense variables are to receive which mark-ups.
- Cost Accounting - Contract expenses captured at the Task level include direct labor (by associated overhead pool), subcontractor labor, travel, materials, and other direct charges.
- Indirect expenses are allocated to the overhead pool they most appropriately support or to general & administrative (G&A) support of the company as a whole. Certain expenses are identified as Unallowable and are excluded from being billed in any form to the Government.
- For contracts subject to the Service Contract Act, WrkPlan will add and properly record the SCA Health & Welfare supplement for eligible employees as their timesheets are posted.
Invoicing.
- Time & Materials and Cost-Plus Invoices are generated from the timesheet hours, and direct travel, material, subcontractor, and ODC expenses charged to the contract. The invoice “package includes: invoice, labor certification, cover letter, SF1035 & 1035, direct expenses, task-level sub-invoices, task forecast/burn rate, and receipts.
- Fixed Price Invoices are based on selections from the list of the contract’s Deliverables. The invoice can be presented in a standard commercial format or as a Government invoice package including DD250, SF 1034 &1035, labor certification, direct expenses, and receipts.
